4. Externally observable properties
Each property is capability-gated: it applies only to a deployment that meets the
§1 gate for the corresponding operation. Verification class per the Appendix B
convention (Y external differential, E retained-evidence, Y/E both). These
compose the constituent properties named in §2; this table adds the loop-level
tests.
